3) Khatri was assigned the job of recommending changes to the United States Citizenship and Immigration Services (USCIS) on problems that vex both individuals and employers. The report states that in the upcoming year, "the Ombudsman will not only continue to introduce additional recommendations of this nature but also focus on formulating recommendations that require more time-intensive statutory, regulatory and/or infrastructure modifications." Khatri, who was born in Zambia, was given the appointment to the position by Secretary of Homeland Security Tom Ridge. He is the first ombudsman ever appointed to this new department.
